                         And, lastly, the independent adjudication will keep the
                   functions of the law in check, given that the definition of the rule
                   of law is at the heart of democracy.  Also the principle of the rule
                   of law is instrumental for all societies to sustainably develop.

                         Earlier, all of you must have been well informed about the
                   nexus between the rule of law and democracy, so, here, I want to
                   wrap up shortly that, in my view, given democracy as a governing
                   regime, as a system, the rule of law in this context is the principle
                   that keeps this democratic system function, and, in turn,
                   democracy provides an environment where the rule of law can
                   perpetually thrive.  In short, the rule of law and democracy are
                   mutually reinforcing.


                         Speaking in terms of the rule of law in constitution, the
                   principle could be known as legal state (Rechtsstaat) which means
                   constitutional States in which the exercise of governmental power
                   is constrained by the law.  In other words, the constitution, as the
                   Supreme Law of the Land, has an important role in upholding the
                   rule of law.  And, in the meantime, the adherence of the principles
                   of the rule of law in the making of the constitution will ensure the
                   limitation of governmental power and the protection of citizens
                   and human rights.

                         That being said, I also believe that, by investing in the rule of
                   law, we’re investing in a long-term human rights protection and
                   advancing inclusiveness which, in turn, enhances democracy.

                         In my profession, I often dealt with issues like inequality in
                   the access of justice, right protection for offenders and victims in
                   juridical process.  But not only that, the word ‘justice’ as a part of
                   my profession had unexpectedly got me involved with various
                   types of conflicts in Thailand, ranging from conflicts in the south
                   of Thailand to the bloodshed political conflicts in 2010.

                         Having observed the relations between individuals, business
                   entities, government authorities and stakeholders in the conflicts,
                   I found out that what these people long for the most is that justice
                   is served.  And this is so real for them, so when we’re talking about
                   the rule of law as a not so clear concept, but when you talk to the
