               both an attorney and a reformer, I have seen many forms of
               human rights violation.  The worst aspect of that is the law that
               affirms and legalizes such violation.  From the day I started
               working until now, more than thirty years have passed, and we see
               some big improvement, of course, right protection for victims and
               offenders as human beings have been significantly upgraded.  We
               went from ‘no rights for the arrested person’ to ‘have a lawyer’ to
               ‘imposing obligation of the government to find lawyers for the accused
               in certain cases.’

                     Despite all improvements, there are still laws that go against
               the principle of human rights protection and international
               standard. Laws that deviate benefits from the underprivileged.  As
               long as these kinds of law are widespread, the rule of law cannot
               be fully realized.

                     Third, law must be enforced and applied fairly and equally to
               everybody.  All persons, institutions and entities, public and
               private, including the state alike, everyone is accountable under
               the law.  It is very paramount, very important rule.  We are very
               concerned of the enforcement of law in Thailand.  As we all
               know, it’s been alleged, for the same conduct or the same crime,
               that law sometimes is enforced only upon some groups and not
               the others.  This discrimination or double standard in law
               enforcement causes anger among people.  And it really discredits
               the trust in justice system.

                     Fourth, law must be independently adjudicated.  This means
               the institutions like court and judges need to be independent, not
               to be under any kind of power nor to be influenced by politics.

                     In the light of keeping check and balance, institutions with
               adjudicators are very important.  The process of selection of
               adjudicators and the image of the adjudicating institutions is very
               important in terms of building and keeping people’s trust in the
               law and governing system.

                     As long as there is still a doubt in mind about impartiality of
               judicators, law, losses and supremacy.  And when law lost the
               power to set to this agreement, peace and security and society are
