                   at threat.  The mounting feeling of distrust, frustration with bias
                   legal institution and genuine anger about justice which have not
                   been regressed creates the atmosphere of mistrust and, ultimately,
                   may lead to a crisis in governance.

                         From this, it is obvious that the absence of the rule of law
                   and the weak democracy can lead to conflicts.  And, in the
                   conflict, it is even harder to reestablish the rule of law which, in
                   turn, helps facilitate functional democracy.  This is very a
                   challenging task.  Perhaps, the main challenge in the face of the
                   rule of law and democracy that we are facing today.

                         However, on the other side of the coin, the rule of law and
                   democracy also are opportunities, especially in time of conflicts.
                   When I joined the TRCT, we tried to compare our work with the
                   counterparts in South Africa about the truth for the reconciliation.
                   But the situations are different because, in South Africa, conflicts
                   already subsides, lots of casualties happened or seized have the
                   intention to try to settle the past conflicts.  Whereas, in Thailand,
                   when we talk about the past, when we talk about the conflicts, the
                   situation is not the time that we can settle the conflicts because
                   every parties that have conflicts have certain thoughts about the
                   way conflicts should be settled.  So it’s very difficult, indeed, to try
                   and settle the past.

                         So, in my humble opinion, the only way we can get out off
                   the conflicts is try to find future framework within which all sides
                   believed we can work together.  And, I think, as the rule of law is
                   one of the common denominators when we talk with all
                   conflicting parties, perhaps the rule of law and democracy should
                   be ones of the common topics that all sides should try very hard to
                   focus on and, then, build the framework of it, within which we all
                   agree to work.

                         I think we strongly believe there is one thing that could
                   make all sides try common denominators together and that one
                   thing is the love that we have for our country and the hopeful
                   heart to see a better tomorrow. We all want to see our country
                   prosper. We want to see real democracy and the rule of law.  Even
                   when we look back to the subjects mattered to the conflicts, we
