Part 3: Suggestions
3.1 Suggestions for Local Government Organizations
1) To drive all local government agencies in a proactive manner on a large scale
especially in the areas with high inequality in education, there should be a trial of methods selected
by local government organizations according to the area-based group such as inequality levels,
conditions of issues, time of occurrence, school dropouts due to the COVID-19 epidemic, and
special needs children. The implementation of the project should be managed on a macro and
micro level to make it more efficient.
2) In this report, lessons learned from projects that have been implemented in
Phase 1 have been extracted, resulting in 5 projects to reduce educational inequality as follows:
(1) Fund Project to Support and Improve Students’ nutrition to Reduce Inequality in Education. (2)
Cooperation project between local government organizations educational institution and
establishments in the area to increase educational opportunities at the vocational level for youth
in the area.(3) Fund Project for Subsistence for Children for Educational Equality.(4) Network
Project to Raise Funds for Education for Underprivileged Children.(5)Development Project for Early
Childhood based on the concept of Reggio and Emilia to create equality in education. Therefore, in
order to expand the project to other areas, King Prajadhipok's Institute may use the project as a
guideline for recruiting local government organizations to be used to address the inequality of
education in their area. It will cause the expansion of project results cause a network of cooperation
between each other
3) The working groups of the projects at local government organizations did not
receive any information about the project earlier, so it took longer to clarify the details of the
project to them resulting in the delay of the subsequent steps. Therefore, the research team has
proposed that in the process of driving the project after selecting the local government
organizations for the project King Prajadhipok's Institute should provide training to the working
groups of the selected local government organizations to ensure that they have enough knowledge
on different practices to deal with inequality in education to drive the project.
4) When the numbers of involved local government organizations and the projects
are compared, they are unbalanced. The number of involved local government organizations is
lower than the number of the projects. King Prajadhipok's Institute should analyze the reasons why
most local government organizations can not participate in the project to obtain the guidelines for
better operations in accordance with the needs of local government organizations.
5) Although corporate leadership is a key factor for the success of the project, it
is found that many leaders of local government organizations are not involved in the activities of
the project. Some projects are less successful than expected. Moreover, local administrative
organizations have problems in making decisions for project management due to the lack of
flexibility. Therefore, in the selection of projects, King Prajadhipok's Institute may apply the
participation criteria of corporate leadership to the selecting process or stipulates the requirement
of leadership in the application process.
6) The implementation of the projects requires large budgets. Most local
government agencies have not set a budget for the projects, or the budgets have been set in the
next fiscal year despite the fact that the project implementation happens at the end of the fiscal
year. In addition, to attract more local government organizations to join the project, King
Prajadhipok's Institute should support part of the budget for the project implementation to reduce
the burden of the local government organizations.
7) Local government organizations should be encouraged to establish their own
equality fund for education. With the results of the evaluation, it is found that local government
organizations or any fund project should continuously mobilize their resources– both human
resources and other relevant sectors– for fundraising and orderly operations. Projects and activities
