with regard for the developmental potential of each area. In cases where an area has already
               reached its full development capacity, the government should delay any further development

               that might be a threat to the sustainable development of that area.
                       The researchers propose the following recommendations regarding the roles in society
               of  relevant  stakeholders  such  as  government  agencies,  the  legislative  sector,  local
               administrative organizations, political parties, civil society organizations, and the general public.

                       Government  agencies  should  promote  the  roles  of  Natural  Resources  and
               Environmental Protection Volunteers (NEV) to be a mobilizing mechanism at each area served
               for environment-related agencies. NEV help fill the gap of integration problems among many
               government agencies. The role of NEV in linking policy decision-making with implementation

               might be promoted. Responsibilities of NEV might be improved in the areas of follow–up,
               monitoring, and generating information by collecting and reporting data based on the citizen
               science concept.
                       Government agencies should review the Environmental Impact Assessment system

               (EIA).  For  example,  EIA  reports  should  be  subject  to  consideration  by  independent
               environmental organizations. Other participatory approaches such as non-decisive referendum
               should be applied more extensively to expand people’s participation. Moreover, people

               should be supported by establishment of an EIA fund for the people’s sector.
                       Government agencies should develop the Internet infrastructure to provide a chance
               for every group in society to access information freely and cheaply. People should also be
               able to access information and communication from government agencies conveniently.
                       The legislative sector should review, analyze, and actively explore the legal needs

               concerning environmental issues, such as through a review of the Public Assembly Act, B.E.
               2558 [2015] because of its obstruction to the people’s rights and participation. There should
               be a law that provides for rehabilitation and remedy for people who suffer negative impacts

               from environmental projects, a law for promoting renewable energy, etc.
                       Local administrative organizations should make an environmental database for each
               area and link with sustainable development goals. They should also integrate collaboration
               between neighboring local governments to co-manage environmental problems such as by

               integrating knowledge and waste management systems, etc.
                       Political parties should propose policies that respond to the sustainable development
               approach, focus on environmental matters, and promote more green politics space for people.
               Civil society organizations and the general public should change their actions to form a

               network that works continuously and creatively and focuses more on proposing alternatives
               than on protest. They should cultivate genuine representatives and practitioners so that

               they can represent civil society and the people in the area of environmental policy decision-
               making.
