election. Such election irregularities in the 2020 Samutprakarn PAO election included
candidate qualifications, misalignment of election preparations from the Election
Commission's Central Office, vote buying, voter intimidation, and errors from the
Election Commission’s staff at the ballot booths. Civil society and academics played
important roles in monitoring the election, but their statements were also not taken
into account by the Election Commission. The people in Samutprakarn seem to
accept that election irregularities are widespread and that the Election Commission is
not capable of monitoring the election comprehensively. It should also be noted
that election irregularities and corruption have been historically inseparable from the
political life of local authorities in Samutprakarn, as the key players and their affiliated
political groups have been around since the implementation of the PAO in
Samutprakarn several decades ago.
The research team’s recommendations for the development of local politics and
election campaigns focus on the improvement of existing political infrastructure,
including 1) the guidelines provided in local election laws, in order to facilitate better
monitoring of local elections; 2) the arrangement of public agencies that are
responsible for local elections, ensuring greater transparency; 3) the collaboration
between the public and private sectors, including academics, further strengthening
the quality of local elections; and 4) the guidelines and recommendations for both
candidates and voters, fostering better development of the local area.
