not specifically declare or show themselves affiliated with any national political party
or clearly linked to any national politician. However, there were local political groups
that link candidates for the CEO election with candidates for the council members of
the PAO. Some candidates for council members announced themselves or showed
affiliation with political groups at the national level. For example, twelve council
member candidates in twelve electoral districts showed their affiliation with the
Progressive Movement. Moreover, some council member candidates have the same
family names with of national politicians.
Campaigning. In the campaigning of candidates for PAO elections, there were
different patterns and methods from the previous elections. The campaigning methods
still persisted are staging public speeches, knocking on the door, distributing leaflets
and brochures, advertising on billboards, etc. However, the number of campaigns
through billboards, posters, flyers, or even mobile cars were found to be noticeably
lower. There was a new kind of campaigning that was different from the past: social
media campaigning. For example, many candidates took advantage of Facebook
advertisements. The research also found that prohibitions stipulated in the Election of
Members of Local Councils or Local Administrators Act of 2019 and the Election
Commission Regulation on Campaign Procedures and Prohibited Characteristics in
Election Campaigns for Members of Local Councils or Local Administrators of 2020 not
only created unnecessary burdens and misgiving of breaking the rules on the
candidates themselves but also acted as a cause for concern or blocking the
opportunity to keep the general public and supporters from campaigning and
promoting their favorite candidates.
Voter turnout. The elections of Khon Kaen PAO council members and CEO
was held on Sunday, 2 0 December 2 0 2 0 . For the election of council members, the
total number of eligible voters was 1,4 1 8 ,9 9 4 and 8 4 2 ,7 4 0 of which appeared to
receive ballot papers, accounted for 59.39%. Out of the total number of ballot papers
used to vote, 82.01% of which were declared valid, 12.41% were declared invalid,
and 5.57 were abstained votes. For the election of the CEO, there were 1,4 2 8 ,037
eligible voters, and 8 4 7 ,5 2 7 of which appeared to receive ballot papers, accounted
