resulting in election rules and guidelines different from those in the previous electoral system
with which people are familiar. Among the changes, a single ballot was adopted, candidates
from the same party were assigned different numbers in each constituency, even within the
same province, and a new method of vote counting and calculation was adopted so that
every single vote affects the proportion of the party-list MPs.
This research study entitled The Study of Political Movements and Electoral Behaviors
of the 2019 General Election in Chiang Mai Province therefore aims to examine and explain
the political and political changes related to political parties and politicians, the political
parties’ candidate selection process, and factors affecting the decision to become a political
party member to run for election in a Chiang Mai constituency. The objective is also to
comprehend the guidelines/direction, methods, and forms of resource mobilization necessary
for competition in the election. Changes in behaviors of people and local political groups,
as well as the election campaigns of the MP candidates in Chiang Mai Province will be
analyzed. This qualitative research, covering all nine constituencies in Chiang Mai, is conducted
through documentary research and field research with in-depth interview method and focus-
group interview method. The informants include candidates from various political parties,
political party supporters, representatives of political parties, political party branches, relevant
government agencies such as the Election Commission, local government officials involved in
election management, political science scholars, local leaders, political influencers of various
political parties in Chiang Mai area, and eligible voters in Chiang Mai, with first time voters and
the general public divided into groups of voters residing in the Mueang District and the outer
districts of Mueang Chiang Mai District.
Apart from being the province with the highest number of MPs in the northern region,
Chiang Mai is considered a political stronghold of Pheu Thai Party, one of the major political
parties, since the 2001 election (at the time in the form of predecessor party Thai Rak Thai).
Pheu Thai Party won in all nine of Chiang Mai’s constituencies in the March 24, 2019 election.
Chiang Mai is the first province where the Election Commission issued an “Orange Card”
to the Pheu Thai candidate who had already won the in Constituency 8, resulting in the
Election Commission’s announcement calling a new election on May 26, 2019. Subsequently,
the candidate from the Future Forward Party won that new election.
