And with no further adieu that we will be gaining experience, understanding,
as well as the knowledge from our international speakers from all these
perspectives around the world. I would like to invite first, Miss Leena Rikkilä
Tamang to speak on the topic of indices around the world of what happens to
                        democracy in this global arena.

Director for the Asia and the Pacific region,

International Institute for Democracy and Electoral Assistance

It is indeed an honor for me and for my organization to be here today and
present a spot on the international panel. In my talk, I would like to share with
you the main findings based on international idea, global state of democracy,
indices data, and discuss some of the democratic advances and declines that
                        world is experiencing.

Secondly, I’m given the theme of KPI’s 20th Annual Congress, Thai
Democracy on the Move. I will share with you briefly some data regarding to
state of democracy in Thailand overtime.

                             Is democracy really in decline?
What are the global trends in democracy?

How do democratic trends compare across regions and countries?

To answer these questions, International IDEA launched a Global State of
Democracy initiative in 2016. I’ve published the first edition of the final report
in November 2017. It is available there at the exhibition of the Congress. What
I’m presenting here are the statistical trends observed in the very latest data
that will be published as about of 2019 report, so this is a sneak peek to that
                        data.

I’m not able to go into methodological details, but what is important to
note is that the GSOD data. We look at the democratic trends at the country,
regional, and global levels across a broad range of different attribute of
democracy. Here on this slide, we have the framework of the global state of
democracy indices at the center. We have International IDEA’s definition of
democracy, which is popular control of public decision-making, and equality of
citizens in exercise of that control. So, very rather simple definition recognizing
that democracy comes in many shapes and forms and no one size fits all. This
indices turns 5 core attribute into 16 sub-attributes and 97 indicators, and for
158 countries across the world from 1975 up to the present.
