I suggest that. at least in the countries represented here, we will achieve the form
of transparency in government as we move into the next century and millennium, but that the
substance will depend heavily on the integrity and openness of every single public official.
To reach beyond the form of good governance to the substance will requires more
than public sector reforms, more than changes in systems of government. It will require a
willingness on the part of individual politicians and bureaucrats to be vulnerable to the
criticism that can come from public participation in poliy making or public dispute resolution.
It will require us to move beyond transparency to actually inviting participation.
It will require professionalism and respect for the roles of others on the part of
both elected and appointed officials.
It will demand a service oriented, citizen centered legislature and administration.
Will we collectively have the courage to move beyond transparency to governance?
