Abstract
Independent Accountability Agency is designed to facilitate the judiciary in scrutinizing
the exercise of power by the political branches. It was introduced into Thailand’ s
constitutional regime in 1997. Since then, all five agencies have their power significantly
expanded every time a new constitution is drafted. However, the expansive power does not
help elevate Thailand’s democracy or reduce corruption. Instead, Independent Accountability
Agency is criticized for their incompetency in performing the job. This research questions the
design of Thailand’s watchdog agencies. It will explore the overall design, not just that of a
particular agency. It identifies and describes inter-agency relationship among these agencies
and assess their success and failure. Ultimately, this research will propose a redesign to
improve the existing system.
