for Bridging the Inequality Gap at the Local Level

The continuous centralization of Thai political and administrative power is an กำหนดการจัดงาน
obstacle to the development of the quality of democracy in Thailand. Centralization
of power deprives people the chance to learn, practice, and experience self-

government. Therefore, reform of the whole system in Thailand since the 21 KPI Congress Agenda
promulgation of the 1997 Constitution has focused on reducing state power but
enhancing decentralization to the citizens. Decentralization has caused many
changes in local government agencies. More importantly, decentralization has
become an important mechanism for bridging the inequality gap as well as
enhancing justice and equality for the people. All groups of people in all areas have
access to political power. The human rights and liberty are required by law along
with opportunities for using resources and receiving public services equally.
However, decentralization has not made much progress because some policies have
returned to the centralized power system where the central government plays the
important role. There has been an interruption in the transfer of missions, human
resources, and budget to local communities.

Therefore, the group discussion aims to brainstorm ideas to find the means to
strengthen decentralization as an important mechanism for bridging the inequality
gap at the local level. Knowledge, experience, and best practices of decentralization
to local communities for enhancing justice and equality in the local area are
proposed to provide an appropriate direction to develop decentralized policies for to
reduce state power, increase public power, and further enhance justice and equality
in the local area.
