Some changes and challenges

Introduction
This paper discusses the practice of decentralisation and democracy in Indonesia.
In the last 20 years, many scholars have recognised the importance of decentralisation in
managing development (Slater 1997; World Bank 1997 & 1999; Turner 1999; Ahmad & Mansoor
2002). World Bank (1997) underlines that decentralisation is one of the most commonly used
mechanisms for transforming society and is part of a broader process of political and economic
reform in most countries. In Asia, many countries have been adopting decentralisation to
improve the quality of public services and local development (Ichimura and Bahl 2008; Ramesh
2017). According to Bahl (2008), the strengthening of sub-national government is an important
strategy to achieve the goal of development.
