The transition to federalism may be an excellent opportunity for us to introduce
much needed reforms in local governance. These include designing and developing responsive
fiscal federalism reforms, including a state oriented revenue raising scheme, to a transfer
scheme based on performance and needs within the framework of asymmetric federalism.
This also includes amalgamation of local governments (especially at the municipal level) and
reconsidering the barangays as political units of local governments.
In designing the federal structure of the Philippines, delineation of powers, authorities,
functions, responsibilities have to be very clear. This include exclusive and shared / concurrent
functions, responsibilities and powers of various levels of government (federal / state / local).
This also includes revenue raising, and fiscal and budgetary matters. The Philippines has an
edge considering that the country can take off from the lessons learned from devolution over
the past years.
Placed within the context of decentralization, we may pursue the argument that
designed and implemented properly, federalism may indeed deepen devolution and hence
contribute to increased people participation which is at the heart of democratization.
