                     for human resources, accountancy and finance, banking and
                     financial services, engineering, property/facilities management,
                     operaitons, distribution, purchasing, IT, technical, healthcare,

                     research and development and so on.





                     Back to the MRAs and AQRF: How is the Philippines

                     adjusting

                             In the study of Mendoza and Sugiyarto , the

                     Philippines is cited as the most restrictive when it comes to

                     the implementation of the MRAs.  And yet, as is well known,
                     the Philippines is a major labor-sending country in the region.

                     Also, the Philippines’ Professional Regulatory Commission (PRC)
                     provided leadership in the crafting of the AQRF because the
                     PRC became the main partner of Australia-New Zealand for

                     the AQRF project.

                             What are the reasons for the restrictive position of the

                     Philippines on the MRAs?  There are at least three:
