for engineers who wish to work overseas. Significantly, there
are other ways for engineers to work overseas than registering
as ACPEs and then as RFPEs. Moreover, for Thailand, Thai

or co-working with RFPE while there is no regulation that

prevents foreign engineers from working simply as consultants
or corporate employees without violating the domestic
regulation.
4. Conclusion
This paper argues that the ASEAN’s style of imposing
different ASEAN’s policy approaches to MRAs result in a
divert implementation outcome at the country level. As the
construction of MRAs primarily bases on consensus and flexibility,
ASEAN policy-maker prescribed different approaches to mutual
recognition. Significantly, MRAs do not necessarily prescribe
harmonisation of technical requirements of ASEAN member
states or the recognition of their equivalence where each

member is free to set its own regulations and standards.
