This paper aims to reveal the fundamental nature of

                 regional integration in ASEAN by studying the emerging and
                 unique approaches to MRAs and the implementation outcomes
                 at the state level. The argument of this paper is that the ASEAN’s

                 style of imposing different regional policy approaches to MRAs
                 resulted in a divert implementation outcome at the country

                 level. In doing so, this paper is structured as follows. The author
                 will first discuss the intersubjectivity between ASEAN Framework
                 Agreement on Services (AFAS) and MRAs, and then analyse the

                 unique style of ASEAN cooperation in the light of MRAs. In the
                 second part, the author will provide comparative evidence in

                 the case of Thailand adoption of ASEAN obligations in order
                 to analyse an implementation outputs whereby selecting the
                 case of MRAs concerning medical practitioners and engineering

                 services.





                 2. ASEAN Service Liberalisation and MRAs

                          This part will discuss an inter-subjectivity between AFAS

                 and MRAs. It will further analyse the unique style of ASEAN
                 cooperation that dominates the policy decision of ASEAN in
                 creating the regional approaches to MRAs.
