Obviously, the over-490,000 professionals in the country
— both residents and non-residents — may not be enough

to fulfill Singapore’s skilled occupations needs. Referred
to as “foreign talent” by the Singaporean public, skilled
professionals are being lured to try out Singapore (with the

country projecting itself to be a “talent capital” of the global
economy) (Yeoh, 2007).
