that this number will rise to 5.3 million. Thus, the target is for

                 skilled workers to make up 35 percent of the total employed
                 workforce (Eleventh Malaysia Plan, 2015). Achieving this desire
                 will be through specialized and target-based incentives “based

                 on productivity and quality assessment. Government will also
                 favor knowledge-intensive investments (Eleventh Malaysia Plan,

                 2015).

                          The country has some 2,469,173 international migrants

                 as of 2013. There are five categories of foreigners in Malaysia:
                 expatriates, foreign skilled workers, unskilled and semi-skilled
                 workers, foreign students, and foreigners under the Malaysia

                 My Second Home program (Kanapathy, 2008).

                          As for labor migration, the Eleventh Malaysia Plan 2016-
                 2020 provides that government will streamline the recruitment

                 of foreign workers under a single authority or agency under the
                 Ministry of Human Resources. This is part of a comprehensive

                 immigration and employment policy formulation that
                 Malaysia will soon formulate under this Eleventh Malaysia Plan
                 (2015). The country had also revised its qualification framework;

                 technical and vocational education has eight levels that now
                 jive with the university-schooled workers.


                          Malaysia recently released a critical occupations list
                 (COL). Six key economic sectors were identified to be in need of

                 skilled workers: electrical and electronics, oil and gas, information
