migration can prosper: portable qualifications, increased

                     access to the skilled labor market, adequate supply of skilled
                     professionals, and strong demand for skilled professionals.

                             On the part of the Philippines as a migrant-sending

                     country, it has said to have abundant labor supply. Skilled
                     and less-skilled workers, while facing job opportunities locally,

                     access global labor markets and, when given a chance, attempt
                     at permanent residency and citizenship. In the absence of data
                     on demand for skills, identified professions like nurses and

                     doctors are in demand in some identified countries. But
                     as shown in Table 3, Asean countries are not yet lucrative

                     destinations for Filipino migrants.





                     Handling migration and skilled foreign talent:

                     Malaysian and Singaporean cases

                             As Malaysia and Singapore show to be the attractive
                     destinations for skilled Filipino workers, how welcoming

                     are they and what programs do they offer to skilled Asean
                     workers?

                             Malaysia. The country has some 3.4 million skilled

                     workers overall, making up a fourth of the Malaysian employed
                     workforce. The country’s economic planners estimate that

                     some 3.8 skilled jobs will be created in 2015 and forecasts
