As a legal scholar, much as I appreciate the economists’
perspective on the rule of law, I do sympathise with the Chief
Justice of Singapore’s point. In the final analysis, the rule of law is
good irrespective of its economic benefits. We want the rule of law
because we believe that way alone can we achieve a just society.
A just society should be democratic and should believe in
development in its broadest sense for the benefit of all its citizens.
The rule of law is an extremely complex and fragile thing in
practice. It is elusive in many ways but is also an immensely useful
tool. It is hard to get and it involves high maintenance to keep it.
But we should never forget that its purpose is nothing less than
the achievement of justice. I wish you all a great Congress and
fruitful discussion.
