“Art. 138 Popular Initiative for Total Revision of the
Federal Constitution
1 100 000 citizens entitled to vote may propose a total
revision of the Federal Constitution.
[(1) 100 000 citizens entitled to vote may within
18 months of the official publication of their
initiative demand a total revision of the Federal
Constitution.]*
2 This proposal has to be submitted to the people by
referendum.”

“Art. 139a General Popular Initiative
1 100 000 citizens entitled to vote may, within 18 months
of the official publication of their initiative in the form of a
general suggestion, demand to change or abolish provisions of the
Federal Constitution or Statutes.
2 If the initiative violates the principle of unity of form, the
principle of unity of subject matter, or mandatory rules of
international law, the Federal Parliament declares it invalid, in
whole or in part.
3 If the Federal Parliament consents to the initiative, it
adopts the requisite change of the Federal Constitution or of
federal law.
