Executive summary
Communication is a tool for transmitting ideas, fostering relationships between
humans, promoting learning, exchanging thoughts, and awakening the public. When the
government communicates various policies to the people, it requires modern, swift, time-
efficient communication channels. Importantly, this communication must provide
opportunities for public participation. Disclosing state information and engaging with the public
through communication mechanisms can bring about a shift from a monitored democracy to
a participatory democracy. Moreover, it enhances transparency in exercising state power and
encourages support for public political participation at all levels.
As a political institution, the parliament plays a crucial role in driving democracy and
acts as a mediator connecting the government, parliamentarians, and the public through
various forms of communication. The Thai Parliament emphasizes public participation and has
established diverse communication channels that allow the public to engage in the legislative
process. Initially, radio broadcasting, aimed at providing knowledge and understanding of
politics and governance within the democratic framework under the parliamentary system to
the people. Its primary mission involves broadcasting parliamentary sessions, meetings of the
House of Representatives, and Senate sessions, and disseminating political governance
knowledge within the democratic system. Subsequently, the parliament expanded its
communication channels to television media to promote legislative tasks and enhance public
understanding of the institution's workings. Presently, everyone can watch the parliament's
activities on Channel 10 without the need for satellite installation. This development aims to
provide comprehensive and unrestricted public services. Additionally, to adapt to the growing
role of online social media, the Thai Parliament has developed online platforms to
communicate with the public. Consequently, the Thai Parliament's communication channels,
whether radio, television, or online media, focus on live broadcasts of House of
Representatives and Senate meetings, educational programs on legislative processes, political
discussions, and importantly, fostering public participation through non- commercial
communication channels without advertisements or commercial bias.
The current changes in the world necessitate the development of new methods by
the parliament to communicate various ongoing narratives within the parliament to the public.
It is crucial to provide convenience for the public to access information, such as parliamentary
meetings, internal activities, and the disclosure of committee meeting procedures, leading to
