Executive Summary

This research entitled “Thailand Legislation for
the Prevention and Suppression of Torture and Enforced

Disappearance” under the Project to Support Information for
Parliament Members sponsored by King Prajadhipok’s Institute

is a documentary research, aiming to study and analyze concepts,
theories, and international rules and agreements relating to the
prevention and suppression of torture and enforced disappearance.

The two main international instruments, which form the core of
this research, are Convention against Torture and Other Inhuman

or Degrading Treatment or Punishment (CAT Convention) to which
Thailand is a state party, and Convention for the Protection of
All Persons from Enforced Disappearance (CED Convention),

which Thailand has signed and plans to become a state party
soon. This research also includes a comparative study on foreign

legislations which incorporate international obligations to prevent
and suppress torture and enforced disappearance as domestic
