                        more resource oriented and in a way more powerful. It’s very pressing because
                        of what seeming political trade off. Every political party is promising more
                        resources and power to the local government, knowing that in the next election,
                        local government functionalist can be of certain evidence to them. So, this new
                        scenario is also emerging, but local governments counted to be an important
                        part of decentralization, now democratization. Thank you.

                              Does federalism lead to democratization? I think so, especially when you
                        think about the three structures that we have in India: the center, the state,
                        and local government. And the democratic aspect of this, the fact that there
                        are elections all the time. Each of these levels ensures that people, even at the
                        village level, are participating in the electoral process, and therefore, one of the
                        crucial sort of reinforcements is that I am getting to make decisions about my
                        future and my neighborhood. That is fulfilled. And if you ask any Indian villager,
                        they will tell you that democracy is probably invented in India.  That’s how
                        they’re grown up with the fact that they do get to take active role in changing
                        their lives and their future. There was also a huge social engineering agenda.
                        Indian villagers are very, very feudal and backward historically and very
                        hierarchical. And, what the democratic process does is, it may say that, this
                        year, a woman from the former untouchable community only can be elected as
                        president of that village council. So, it breaks all other barriers that would have
                        been very, very difficult to break if you have not implores these kinds of
                        challenges. And so, in another way, those who were historically excluded…
                        anyway… the softer intangible side of being part of democracy. That is taken
                        care of. Lots of fun argues as well, and that helps people feel that they can
                        make decisions about their own priorities, projects.  But, if you look at the
                        actual working, you will see that those who are the higher levels, the member
                        of parliament and the state legislature, do our best to keep the local bodies
                        from becoming too powerful. If somebody is elected for five-year term, we will
                        ensure that three people compete for it and they will be given 2 or 3 twenty
                        month time. Before they know what’s going on, they have to yield to somebody
                        else, whenever there is competition, coming from there.

                              So, the way it actually works in practice is a little different, but historically
                        we also have other institutions like the finance commission and the planning
                        commission, which have ensured that the backward regions do get more
                        resources. And, so, there’s always the sense that the job of the government is                  ²£­ ´›£²¢¡¸¡¡­‡Á¥°›£°ªš²£“lˆ²•h²‡›£°À—¨
                        to be inclusive, to be affirmative and ensure that anybody falling behind is
                        given a chance to catch up and move forward. Thank you.
