Thank you very much. My name is Alex Brillantes, from the Philippines.
Just a quick comment on the presentation of all professors, which relate to this.
I’ll do it really quick. When you talk about different modules, particularly
sufficiency economy. I think that’s excellent, but I think there is a trend in
many countries all over the world, including Bangladesh, they talk about
Grameen; Korea: Saemaul Undong, in Bhutan, you will be happy with the index,
Philippines we already have this Gawad Kalinga. The point being is really a
trend that is challenging the existing development modules. I’m actually
teaching this in the Philippines. You know some of the fundamental success
factors will include participation, you said. We know who our public is. We
know the importance of people participation, and finally the importance of
changing our mindsets, which I think you mentioned, when we’re talking about
moderation, etc.
My very quick question to the panel, sir, if you don’t mind. Just one
second, it’s really… one thing that cut across that is really decentralization and
devolution.
Dr. Leena, my question is really in measuring democratic session, did you
include decentralization as a factor? And this leads to my question to Professor
Payne, I was a bit surprised when you said that the study of local governance
is now not fashionable. I think that goes against, I mean counter to what is
actually happening right now, at least the Asian region, when we are talking
about strengthening local governments through decentralization, through
devolution. And, this is true for Thailand, the Philippines, Indonesia, etc.
My third and final question will be to our colleague from Bhutan, who
talked about the importance of decentralization. You said you did that and
finally it was just smuggling my final question.
Federalism in India, would you consider that the next step after
devolution?, because the federalism really need to a democratization in the
Philippines right now we have strong move towards federalism which is actually
what’s happening right now in your neighboring country which is in Nepal.
