The Party Leadership over deepening reform, law-based governance, economy,
agriculture and rural affairs, disciplinary inspection and supervision, organization,
publicity, thoughts, culture, national security, political and legal affairs. United front
work, ethnic groups and religion, education, science and technology, cyberspace,
administration, diplomacy, audit and other works should be strengthen and optimized.
So, the CPC establish decision-making coordination institution of the CPCC.
The first is, the Central Commission on comprehensively deepening reform.
The second, the Central Commission on comprehensive law-based governance. Third is
Central Commission on Foreign Affairs.
Fourth, Central Commission on Financial and Economic affairs.
Fifth is Central Commission on Auditing.
The deal is the mechanism to connect the State and the CPC by five party
groups, the Standing Committee of Political Bureau hear reports by five party groups.
The party groups is connecting mechanism between the CPC and the State. Party
groups should be established at the Central of Local Government, agents, people,
organization, economy, culture, and social organization’s approval is necessary.
The minimum requirement is to have 3 party members. The CPC also establish party
group at State own companies. Their discussions and decisions should be aligned with
the Articles of Association and other relevant laws. For example, the company laws,
business matters usually go to the board of management for decision. Important
matters can send in National Strategy, and security should be deliberated by party
group before being submitted to the board or the management for decision.
Next, I will introduce you to the connection mechanism between the CPC and
the State. The claim of the Party turn in to the wills of the State will legislation
process. CPC and the Leadership draw the message as the owner of the House and
the rule of law has been reconsidered and aligned. That is the CPC combine the
People’s Democracy. That is People’s Congress and rule of law. The claim of the
party must according to the legislative process, and become the wills of the State.
The CPC must direct and govern the State and the society through the State
apparatus.
So, in China, the CPC upholds the 4 principles.
The first, is good at turn in the claim of the party into wills of the State through
legislative process.
Second, good at making the candidates recommends by party become leaders of
the government through legislative process.

Third, good at enforcing party leadership role in the State and the Social Affairs
Fourth, good at maintaining authority of the Central Committee as well as the
unity of the whole party on a country through democratic centralized systems.
