Ladies and gentlemen, good afternoon. I’m very happy to introduce you
the governance of China, the CPC and the State. The topic is Democracy with Good
Governance. But in China, we have socialist democracy with good governance.
But democracy is different from liberal democracy in Western country and other
countries. Most people are interested in China’s economic miracle, but few people
understand how the CPC to govern the country and operate the State apparatus to
guarantee China miracle and rapid modernization. So, I would like to give you
presentation about the governance of China, the CPC, and the State.
First, I would like to introduce you the political parties in China. That is the
system of political party in China. There are 9 political parties in China, including the
CPC, the ruling party, and 8 democratic parties. They are revolutionary committee of
the Chinese Kuomintang, China Democratic League, China Democratic National
Construction Association, China Association for Promoting Democracy, Chinese
Peasants’ and Workers’ Democratic Party, China Zhi Gong Party, Juisan Society,
Taiwan Democratic Self-Government League.
In China, we promote multi-party cooperation on the political consultation under
the leadership of the CPC. The CPC, as ruling party, with other people involve in
political discussion including policy setting, selection of top national leaders, national
affairs, law making and enforcement. CPC consult other democratic party in managing
State affairs. Till the end of 2010, there are about 320,000 non-CPC cadres whose
position are equal to or higher than country or division level. It includes 19 in
militaries, committees and the General Office meeting group of Supreme People’s
Court, Supreme People’s Procuratorate and the State Council.
Second, I would like to focus on the Communist Party of China (CPC), that is
the ruling party. And introduce you the organization and the power structure.
According to the CPC Inner-party Static Bulletin in 2017, total member of the CPC till
the end of the year, the total member of the CPC member is 89.5 million, and the
member of the CPC Grassroots Organization is 4.5 million, membership 23.8 million
female CPC member accounting to 26.7% of the total. The Regional Committees,
there are 3,000 Regional Committee, 31 at provincial level, and 397 at municipal level,
Grassroots Organization of the CPC covering 8,439.

I would like to introduce you the power structure chart of the CPC. In China,
governing system is as follow:
