                          Elections are key to democracy. But in the Philippines, there are often shorten
                    mechanism with program capacity to improve the process of renewing the political
                    elite. And by that I mean it’s the same elite running over and over. And we’re not
                    able to get new people to really run in elections. And you have this nasty habit.
                    Politicians will contract out the murder of their opponents because it’s an inexpensive
                    way of winning elections by physically eliminating their opponents. You can see the
                    increase in murders of containing politicians.

                          Now as we move towards the elections. This is something that’s a big threat to
                    democracy. Yet, our capacity to, for instance, fund the political campaign, so that the
                    poorer candidates can have a chance in elections. The elites in Congress are not
                    willing to pass those kinds of legislation.

                          No. 9 will be campaign finance. I think the key to better election is campaign
                    finance. And as you can see in our elections, the top donors are less than 300 or
                    500 that fund all of the major political parties. So that has dangers for our
                    democracy.


                          Also that we don’t have democratic citizenship. Our ability to teach our kids
                    about democracy has been curtailed. Our educational system does not do that very
                    well. Institutions like the Boy Scouts, Girl Scouts, Red Cross have not been very
                    effective in parting civic in voluntarism. I think that’s one of the things that is
                    worrying us.
                          In 11, decentralization and gender citizen participation in governance and
                    generates a pool of leaders and citizens capable and ready for national level
                    democratic governance and processes. We like decentralization, but it’s not been fully
                    implemented because the national government has not really been giving sufficient
                    money to the local of governments and sometimes they give the local governments
                    nonactual tasks, so they cannot implement because there is no money. Anyway, that’s
                    I think it’s one of the things that we need to have to strengthen democracy in the
                    Philippines.


                          And there’s mindless application for decentralization. For instance, when we
                    decentralize, we should have exempted Metro Manila with its 17 cities and municipal
                    governments. Now Metro Manila is run by 17 jurisdictions, which is why you cannot
                    solve the flood, you cannot solve the traffic, you cannot solve the pollution because
                    all of these 17 city governments will have to sit in a council and agree, and they
                    don’t do that.

                          No. 12. This is I think something new. We need to have alternative scenarios to
                    help leaders and citizens decide on a roadmap to democracy. Instead of just
           ª£¸›ª±¡¡™²¥¸h¡¢h­¢—µÈ     with the roadmaps, strategic plan, to map out the future. Almost nobody’s really doing
                    stumbling for what from day to day. The idea of financial incorporation in coming up


                    that. Maybe this is something that thing thank like the King Prajadhipok Institute that
                    we have. We had it,which together as a group, can provide some logical and
                    systematic guidance on how the society can proceed given its circumstances.
