                    ment.
                              Second,  the  establishment of a  good  governance  in  a  period of crisis  is  a  good
                    chance to translate crisis  to opportunity. This corresponds with  the overall desire of the Thai

                    people who  with  to see a society based on good governance.  honesty. stability and efficiency.
                              Third,  the establishment of good governance in  Thailand would help  elevate  the
                    status and credibility of Thailand at the international level.
                              Objectives  of Research
                              The objectives  of the research  on "Building Good Governance in Thailand"  ar  as
                    follows :

                              1.  Study  the  meaning and  characteristics  of good  governance  according  to  the
                    international concept and concept as  interpreted by Thai society
                              2.  Illustrate the relationship among democracy. good governance. and sustainable
                    development
                              3.  Survey  the  type  of problems originationg from  bad governance which existed
                    in Thai society in  the past and provide solutions  towards  the establishment of a good gover-
                    nance in  accordance with  the  present new  constitution.
                              4.  Study whether the international concept of good governance could be applied
                    and  is  appropriate  to  Thai  society.  which  also  has  its  own  conceptualization of good  gover-

                    nance in order to  acheive a suitable  model of a good governance for Thai society.


                              Scope of research
                              The scope of this research aims at studying the possibility of applying the interna-
                    tional concept of good governance to Thai society which also has its own conceptualization of
                    good governance originatinig from  its  cultural origins.
                              However.  this  research  has  its  own  limitation for  two  important reasons  :

                              1.  The concept of good governance is  rather new  for  the international commu-
                    nity  and  Thailand.  The  concept  is  therefore  not  static  but  dynamic  and  progressive.  As  a
                    result. the researcher must select the cocept as seemed most appropriate when conducting the
                    research.
                              2.  The study of good governance as interpreted by the Thai people has its origins
                    from  the cultural system passed on from  the past until the present. The study adopts a broad
                    cultural  approach  and focuses  only on cultural dimension  related  to  governance  or political

                    culture of the Thai people.  Additionally.  it stresses  only on the core of the problem.


                              Methodology
                              The methodology of the reseatch is  as  follows  :
