fuller use of multiple institutions including the practice of democracy. While it is important to
distinguish between the form of democracy and its practice. we have to be careful that we do
not undermine the progress towards a fuller practice of democracy by exaggerating the defects
of democratic practice. while overlooking the dangers associated with the absence or the

overthrowal of democracy altogether.
We can face the new century armed with a better understanding of what we need.
There is a long way to go. but there is the opportunity to learn from the diverse experiences
the different successes and disparate failures of distinct countries in the imperfect world in
which we live. All countries may have had failurs of one kind or another. but we can learn
from these inadequacies as well as from the diverse accomplishments of distinct economies

and polities. We can learn from mistakes as well as achievements. There is reason for hope in
that recognition.
