              grouping form not an individual help according to the new condition. Therefore, those sufferers

              were developed until present. The problems of developing partners group of security were

              divided into 4 problems: 1) Farmlands without ownership rights problem, 2) Debt problem, 3)

              Economic problem of low price of agricultural products and 4) Unemployment problem. The

              needs of developing partners group of community security were: 1) Require to the government

              to insure higher price of rubber and rice, 2) Require relevant government agencies to help

              manage the water system and 3) Require to promote training for youths and approaches to

              develop the developing partners group of community security on: 1) Training about the main

              occupation and part-time job for people in the community, 2) Training about debt reduction

              methods, 3) Grouping agriculturists to sell agricultural products, 4) Saving and farming for living

              and sell, 5) Providing farmlands with ownership rights, 6) Providing welfare of cost price

              products, 7) Promoting suitable crop rotation, 8) Promoting love, understanding, and warmth

              in the family and 9) Encouraging youths to continue higher education.


                     The community participation process of developing partners group of community

              security along border in Sisaket Province to decrease inequality using community-based

              approach. The first finding was 1) Three concepts of community participation process were:

              1.1) Leadership concept was the leader in ideas and actions, 1.2) Concept of participation in

              form of developing partners group of community security and 1.3) Belief concept on side by

              side.


                     The second finding was 2) The five processes to develop community participation of

              developing partners group of community security were: 2.1) Adjusting of thought process, 2.2)

              Brain storming to solve problems 2.3) Bringing into action, 2.4) Assessing to success, and 2.5)

              Sharing  benefits.  The  third  finding  was  3)  The  comparison  of  before  and  after  having

              community participation of developing partners group of community security along border in

              Sisaket Province to decrease inequality using community-based approach was found that

              "participation" extremely involved "decrease inequality " of the group because it could reduce

              the identity of developing partners group of community security. Furthermore, group members
