ABSTRACT

The purposes of research on community participation process development of

developing partners group of community security along border in Sisaket Province to decrease
inequality using community-based approach were: 1) to study the context, problems, needs

and guidelines to develop the developing partners group of community security along border
in Sisaket Province, 2) to study community participation process of developing partners group

of community security along border in Sisaket Province to decrease inequality using
community-based approach and 3) to develop community participation process of developing

partners group of community security along border in Sisaket Province to decrease inequality
using community-based approach. This qualitative research used in-depth interview method

and focus group of key informants together with observation and document review for
comprehensive study including data triangulation technique.

According to context, problems, needs and guidelines to develop the developing

partners group of community security along border in Sisaket Province, they migrated to

live at Ban Kantrom Tai about 80 years. In 1973, there was an idea awareness in struggling

between the capitalist and the working classes until 1976. The government used dictatorship

to cruelly arrest and detain the people. This incident was called "Communist Party of Thailand"

or military liberation of people with continuous sedition. During that time, students escaped

into the forest through Ban Kanthrom on October 6, 1976. The Kantrom villagers had already

been alerted, so they fought with the government. In 1980, the government launched 66/2523

policy to stop fighting and develop the nation. In addition, the government named the group

"The Group of developing partners of Thailand" conforming to 66/2523 in the period of General
Prem Tinsulanonda, Prime Minister in 1979. The group of developing partners of Thailand had

continually called for help from the government until the government launched a policy to
help them and assigned the Internal Security Operations Command of Sisaket Province (ISOC)

to carry out sorting and implementing in 2011. Subsequently, the group developing partners
of Thailand from Sisaket Province had been helped from the government and they were called

"The Group of Sufferers". Then, the government had changed the helping method into
