5. What is a “Beginning Generic Model of a Performance
Evaluation and Monitoring Tool and System” for an IEC
based on the Philippine and Thai experiences?
B. Framework of Analysis
The Commission on Elections (COMELEC) and Election
Commission of Thailand (ECT) are the institutions of interest to this study,
and the review of literature focused on the institutional history, political
context, organizational set-ups and structures, mandated functions,
and strategic plans and targets of the Commissions. The Balanced Scorecard
approach – focusing on key organizational policies, stakeholder
engagement, resource generation and management, mechanisms, and
processes, and capacity and capability building of staff and election
volunteers – was used to surface the organizational performance to date
and electoral challenges faced by the Commissions.
Because of the relative maturity of the democratic political and
electoral system of the Philippines, the existing performance assessment
frameworks used by the COMELEC and its partners, and the roadmap
to enhancing Philippine democracy (an offshoot of the Asian Barometer
Survey on the quality of democracy in 2005) were used as benchmarks
for the development of the performance indicators for the ECT, and of
the integrated generic performance assessment model that can also
be adopted/ considered and used by interest groups in other ASEAN
member countries.
