I. Introduction
A. Background and Objectives of the Project
This research project was undertaken by King Prajadhipok’s
Institute in partnership with the Development Studies Program of the
Ateneo de Manila University in the Philippines. The project aims to
develop Performance Indicators and Standards for Independent Electoral
Commissions (IECs) based on existing institutional mandates, structures,
processes, programs, and performance management/ development
frameworks of such commissions in Thailand and the Philippines.
The project team identified five key research questions for this
study:
1. What are the performance evaluation and monitoring
schemes, mechanisms, and processes that were officially
established for targeted IECs in Thailand and the Philippines?
2. How were these systems for performance evaluation and
monitoring operated so far?
3. What are the strengths, weaknesses, challenges, and
opportunities for enhancement of these systems for IEC
performance evaluation and monitoring, individually,
comparatively, and collectively?
4. What are specific proposals and recommendations for
addressing each of these strengths, weakness, challenges,
and opportunities from specific stakeholder groups:
Government, Private Sector, Civil Society (including academe)?
