• The Ministry of Interior to be responsible for election
administration.
• The “National Election Commission” to be responsible for
election monitoring. It is a temporary organization formed
before each election at every level and will be dismissed
after the period of petitions and objections to election results.
• Election Commissions at national, provincial, and district
levels to be responsible for providing voter education,
fostering political consciousness and ideology, and
promoting people’s association.
Both approaches have an impact (positive and negative) on the
efficiency and effectiveness of both commissions. The current centralized
structure of both Commissions provide a “one-stop shop” setup for
election decision-making, management, and implementation but is
susceptible to cases of institutional paralysis, delays or inactions as
legislative, oversight and executive tasks overwhelm the Commission
and its staff. The COMELEC, in response to the new organizational and
technical requirements of the AES, is proposing a review and delineation
of the administration (management) and adjudication (arbitration
and dispute resolution) functions of the Commission in order to craft
separate and defined strategic plans and staff requirements for each
function (e.g. system and project managers handling administrative
tasks, and legal experts and lawyers handling adjudication). On the other
