114 ENHANCING ELECTIONS AS INSTRUMENTS OF DEMOCRACY IN THE ASEAN REGION
(1) To carry out honest and fair elections and referendums;
(2) To set relevant rules and regulations, and issue notifications;
(3) To conduct investigations and adjudicate election disputes.
This quasi-judicial power includes the authorities to order
a new election or a new voting at a referendum to be
held in any or all polling stations when there is convincing
evidence that the election or the voting at a referendum
those polling stations did not proceed in an honest and
fair manner; to revoke the electoral right of any election
candidate who acts or causes or supports others to act in
violation of organic law on the election of the House of
Representatives and the acquisition of senators, or Rules
or Notifications of the Election Commission, which results
in the elections to be in dishonest and unfair manner;
(4) To promote and support or coordinate with state agencies,
state enterprises, or local government organizations, or to
support private organizations in providing the public with
education on the democratic regime of government with
the King as Head of the State, as well as to promote the
public participation in politics.
There is the need to improve the system, mechanisms, and
measures to assess the performance of duties of the Election Commission.
The annual reports the Commission presented to the Parliament and
the public and the monitoring by the parliamentary committees do not
