                         support. Since the support ratio fluctuates, it affects the policies, strategies and
                         attitudes of the Prime Minister and ranking members of political parties. Even
                         though there is a criticism that the frequent survey of support ratio is likely to
                         make the decision making of the political leaders short-sighted, frequent opinion
                         poll is one of the effective ways to keep political leaders attentive and
                         responsive to opinions of the general public. As is shown in the table of the
                         results of recent elections, any party including the ruling party of the time could
                         not get more than 50 % votes in the single seat constituency as a whole in
                         every recent election. About 40% or more voters who responded the survey
                         are non-committal to any political party. Fluctuation or switching is a very crucial
                         factor for politicians and therefore democracy as well.



                         Concluding Remarks


                               Democracy is a political philosophy, principle and ideas widely supported in
                         the world. But “democracy” in reality is with many problems and challenges.
                         Without doubt, USA is one of important leaders and a champion of democratic
                         world. Yet, America which was called a melting pot is still un-melted and
                         suffers a lot of problems which are common in developing countries. To
                         construct an appropriate sustainable democracy is a very difficult task. But we
                         have to continue this strenuous work, believing that the better society, the
                         better world will come not for limited number of people but for all the people in
                         the society and in the world. It may be a long way to go. But we have to
                         continue.


                               For this purpose, we need to stand on our own feet and squarely face
                         problems and challenges ahead of us. We need to exchange our ideas and
                         opinions, and experiences of success as well as failure. We need to work
                         together.
