                         condition of “twisted Diet”in recent years, the government was criticized as
                         “the politics which could not make a decision”. Now the ruling coalition enjoys
                         the majority in both Houses. The Abe Cabinet is going ahead as the Prime
                         Minister wishes. Some criticizes now the current attitude of the Abe Cabinet as
                         “the politics which decides too fast and too much”. In the democracy, political
                         leaders need be sensitive and responsive to how people think of the politics
                         and government.


                         The Parliamentary Ca inet and the   nctioning of the Diet
                               Under the Parliamentary Cabinet system, members of the ruling party are
                         required or supposed to support the Cabinet. Therefore, the checking function of
                         the Diet by members of the ruling party is likely to be limited. When the
                         opposition parties are weak, the checking function of the Diet becomes much
                         weaker. From the view point of democracy, it is not a desirable situation if the
                         Diet cannot exercise the effective checking function.


                               At present, the ruling coalition led by Prime Minister Abe is extremely
                         dominant in both Houses since the opposition is divided into several very small
                         parties for which taking a united effective action in the Diet activities is not
                         easy and organizing a strong opposition for the election is not also easy. Small
                         parties will not be able to get seats in the single seat constituency. People will
                         be at a loss how to vote in the election.

                               Many people may not go to vote if they are at a loss. Having one very
                         dominant party with many too small parties is not at all good for the
                         appropriate functioning of democracy.



                         Conditions for Appropriate Sustainable Democracy



                               As repeatedly pointed out in this paper, having the systems and
                         organizations is not enough. There must be conditions necessary for the
                         appropriate functioning of systems and organizations to ensure sustainable
                         democracy. They are non-systemic or informal conditions such as trustworthy
                         people in the government, informed active citizens and pro-democracy influential
                         mass media as well as intellectuals for the well-functioning of democracy.

                               First, the full understanding of the importance of democracy by the people

                         in the government do not or would not try to understand the importance of the
                         democracy, it will take much time until the time comes. Understanding the value
                         of wisdom, energy and potentiality of the general public and importance of
