Thai people also must treat the state as a citizen of that state collectively.

From the study of theory, including the provisions and intentions
behind the stipulations relating to the rights, liberties, and duties of citizens

as stipulated under the current constitution, the author believes that there

are five significant aspects of this constitution regarding the "Rights and
Duties of Citizens" that should be amended to lead to legal empowerment
of the people. 1) The determination of provisions that must respect, protect,

and fulfil people's rights and liberties; 2) rectification of the category

“Rights and Liberties of the Thai people” and the category “Duties of the
State”; 3) using the proper words “person,” “community,” and “people”
as legal right holders appearing in the Constitution of the Kingdom of

Thailand, B.E. 2560 (2017); 4) Monitoring function of the state to actualize

the rights of individuals and communities; and 5) the assignment of
citizens to duties to follow up the actions of the state under Section 51.
