                                      Abstract

















                  A constitution is a crucial tool for determining the rights, freedoms,
           roles, and duties of people as citizens of a state. It is the most effective

           tool for Thailand to promote the rights and duties of citizens as well.
           The critical starting point for Thailand's awareness of the recognition and

           protection of the rights and duties of its citizens came from the Constitution
           of the Kingdom of Thailand, B.E. 2540 (1997), which was considered

           a strong constitution that caused a change in the Thai sociopolitical
           context—continuing to the current constitution, which contains many

           provisions related to rights and civic duties. Notably, Section 4 of the
           constitution guarantees the dignity of human beings, rights, liberties and

           equality of individuals that must be protected by assuming that all Thai
           people are equally protected under the constitution. Meanwhile, the

           constitution also stipulates that people have specific duties to perform
           or refrained from certain acts. It is assumed that the state has guaranteed
