                     preparing laws in the government, like I used to be involved in many legislative
                     processes from the government side.  We have to make impact assessment on the
                     basis of many… think about it… of course, gender and environment and so forth.


                           Who makes the impact assessment?


                           Basically the one who is drafting the law has to do that, and of course when
                     the government bills go to the parliament.  And if, for instance, one of the
                     parliamentary committees realizes that, hey, there is no impact assessment on how it
                     affects the elderly people, for instance, although it should have been done, then they
                     can return it back, ask for more.


                           On the education side, but let me just show.  I think the question was relating
                     to how the reforms… who does the reforms?  It’s very much of a partnership, like
                     wide partnership and inclusive process.
                           We had a latest reform of the basic educational system, of course, the
                     authorities, national, local, teacher’s unions, social partners, research institutions, pupils
                     and students, parents and research institutions.  It’s always been very much the
                     partnership as they have been very much underlining the inclusiveness and research.


                           This is the formal structures or it’s just voluntary?


                           I don’t think it’s formal, but then again, we have one of the key features of
                     Finnish education system is that we only have a core curriculum, a broad core
                     curriculum that everybody follows and then the schools, the municipal facility of the
                     schools and the teachers have great deal of autonomy.  It’s really huge amount of
                     autonomy.
