Abstract


                       The research on non-vote buying for peaceful election campaign in Roi-Ed province has 4

               purposes which included 1) to study the changes that occurred in the project-operated areas 2)
               to study the conditions that promote or obstruct the success of non-vote buying campaign 3) to

               study the factors of continuity of the non-vote buying campaign in some area and 4) to develop

               non-vote buying and peaceful election model. The research was operated on 17 targeted areas

               in Roi-Ed Province which were divided into 12 operated areas and 5 non-operated areas. The

               research  used  mixed-method,  qualitative  and  quantitative  methods,  to  collect the  data  via

               questionnaires,  documents,  and  interviews.  The  findings  of  the  study  were  analyzed  from

               questionnaires of 290 samples and 60 interviewing samples.

                       The finding shows that non-vote buying for peaceful election campaign in Roi-Ed province

               can  make  some  changes  in  knowledge  improving,  consciousness  improving,  and  electoral

               atmosphere improving in a better direction. The sample group perceived a decrease in vote-

               buying  and  an  increase  in  harmony  after  the  election.  The  project-operated  areas  have

               significantly changed when compared with non-operated areas. However, there were slightly
               different in the level of success within the group of operating areas because of the differences in

               3 conditions of each area which include; actors, processes, and interest & culture.


                       Hence, for more effectiveness in non-vote buying and peaceful election campaign, this

               research then develops the '5 buildings for free and fair election model' in order to be the

               framework and direction in promoting non-vote buying and peaceful election for some areas of
               interest. There are 5 conditions that must be encouraged according to the 5 buildings for free and

               fair election model which include 1) knowledge building 2) consciousness building 3) collaboration

               building 4) channels building and 5) culture building.
