Abstract

This research aims to study the development process of community water

resources management. On the basis of participatory approaches based on
democratic development. And the lessons learned of water management by

community. According to the reform of water resources management in
accordance with the constitution of the Kingdom of Thailand, 2018 as well as

the proposed model of water resources management in accordance with the
community democratic guidelines. Methodology used in research is qualitative

research. Using Grounded theory Under the social constructivism Paradigm.

Data collection through in-depth interviews and focus group interview. Data
analysis by identifying code. and make a link consider the relationship of each
concept. Create a theoretical proposal or temporary assumptions. When the

data is saturated, it creates theoretical and conceptual conclusions. By

presenting the model of water resource management based on the appropriate
democratic community approach.

Nong Phanchan Community Water Resources Management Process is a

democratic process based on the concepts and principles of community
democracy. Social capital is generated from shared consciousness and

collaborative patterns. With social capital created by the creativity power. Made

people feel ownership and benefit from water management. Encourages
participation in regulating, and enforcing those rules. Water management
based on appropriate democratic communities is a focus on the role of the people

as resource owners. And take into account the social capital accumulated in the

community. This will contribute to the participation and effect of water
management directly to the people. Lessons learned from community water

resources management are democratic concepts that are not separated from the
way of life. Innovation of public participation in the modern communications

technology. State-community relations on resource management. The new
definition of knowledge, education and resources. Model of water resource

management according to democratic community approach must start with the
social capital of the community. In the case of the Nong Panchan community,
