               Foreword






                        Thailand and the Philippines have been democratic countries

               for many decades, having undergone democratic transition at roughly
               the same time. The two countries, therefore, have long experience of
               the democratization processes. As we all know, one important issue in

               democratization is the quality of elections.  Elections should based on
               the principles of freedom, honesty, and fairness. Both Thailand and the

               Philippines have established independent organizations to be responsible
               for elections. In the Philippines, the Commission on Elections (COMELEC)
               was established in 1940 in accordance with the constitution. In Thailand,
