9. To promote greater transparency and accountability of
the IEC, the proposed performance indicators and standards and, the

performance assessments done accordingly should be made accessible
to the general public. A published (printed) or online guide and
assessment tool should be developed to promote the use of the IHOPE

framework and the proposed performance indicators and standards not
only in Thailand and the Philippines but also in other ASEAN countries.

10. As a result, further comparative assessments of IEC
performance can be made, based on the results of the assessments

done using the proposed framework, standards, and tool. This can
be done across countries and across time periods. A larger database or
repository of data sets on in-country and cross-country assessments can

be developed and made publicly available.
