                           A Continuing Debate in the Philippines                                 1

                  Introduction




                          Participation of the people in the process of governance is a cornerstone of any
                  democratic form of government. Decentralization has always been seen as a governance

                  process to enable citizen participation in the process of governance towards the ultimate goal
                  of development.







                  1   Draft Paper presented at panel on Decentralization as a Foundation for Democracy during
                  the conference on  “Thai Democracy on the Move” organized by the King Prajathipok Institute
                  (KPI) held at the during 8-10 November 2018 at The United Nation Conference center, Bangkok
                  from November 8 to 10, 2018.  I am grateful to Professor Dr.  Woothisarn Thankchai of KPI
                  and Ms Apiwan Success for the kind invitation to be part of this very important international
                  conference. This paper takes off from a paper presented at the Eastern Regional Conference
                  for Public Administration (EROPA) held in Bali, Indonesia. I am grateful to Ms Pia Lorenzo for
                  her earlier advice and assistance in the preparation of this paper.

                  2   Brillantes (PhD University of Hawaii) is Professor National College of Public Administration
                  and Governance of the University of the Philippines where he served as its Dean. He is President
                  of the Asian Association for Public Administration with is secretariat in Seoul, Korea.  He was
                  Executive Director of the Local Government Academy of the Department of Interior and Local
                  Government, and Commissioner of the Commission on Higher Education where he served as
                  Chair designate of the Boards of Regents of 21 State Universities and College of the Philippines,
                  including the Polytechnic University of the Philippines.
