Philippines, finalizing the Philippine Qualifications Framework

                 (PQF) was geared towards the implementation of the new
                 K-to-12 educational system that began just last June 2016.

                          But given the Philippines’ institutionalized labor

                 migration facilitation program (said to be a global model for
                 migration management), Filipino skilled professionals had gone
                 to ASEAN countries even prior to the signing of the MRAs.

                 But whether it is before or after the signing of the MRAs, the
                 fact is that the ASEAN region is not a preferred destination of

                 seven groups of skilled Filipino professionals  . The notable

                 observation from the 1996-to-2014 POEA data (see Table 1)
                 is that deployment from 2008 to 2014 had been over a

                 thousand consistently. Not surprisingly, Southeast Asia’s two
                 richest economies —Singapore and Malaysia— received the

                 most number of newhire skilled Filipino professionals.
