The foregoing clearly covers entire services. The only
excluded services from the GATS discipline are services provided

in the exercise of government authority such as police matters
and tax administration. However, a qualifier is added that such

services are supplied “neither on a commercial basis, nor in
competition with one or more service suppliers”, meaning even
those provided by government authority can be covered by

GATS if the services are supplied on a commercial basis such
as power generation and distribution.
