This paper is an inquiry on the last AEC integration

indicator, the free flow of skilled labor.

How free indeed is the movement of skilled labor within

or across the ASEAN region, specifically those in the recognized
professions and those possessing high level of skills? Is this
mobility rising or falling? What are the facilitating or hindering

factors and policies? In the case of the Philippines, how is it
adjusting to the AEC vision of the free circulation of skilled labor?

These are the main questions that this paper seeks to
answer. An overview on how the “free flow of skilled labor”
became part of the AEC program is given at the beginning. The

paper ends by discussing a number of “policy rebalancing”
issues that the ASEAN and its Member States must address.
